- ➤ City leaders, bankers and housing advocates met on Thursday in Bismarck and Mandan to discuss rising housing costs and limited affordable options. Federal Reserve Bank experts from Minneapolis explained that higher bills come not only from interest rates but also from a shortage of affordable homes — senior community development advisor Libby Starling urged building more diverse and lower-priced homes.
